Position Overview:

The Department of Healthcare and Family Services, Bureau of Technical Operations (BTO) is seeking to hire an experienced IT supervisor to lead our team supporting the Illinois Department of Innovation and Technology (DoIT). The DoIT Team at HFS is leading a transformation to modernize the way citizens interact with the State of Illinois agency responsible for providing a wide variety of healthcare and family services/benefits to Illinois residents. This position is the bureau chief of the BTO Section, which is responsible for technology related services including information systems management and development for HFS. The ideal candidate will have responsible administrative experience in a computer based management information system as well as strong leadership and communication skills. Essential Function

  • Serves as Chief of the Bureau of Technical Operations
  • Serves as a full line supervisor
  • Manages resources
  • Develops working relationships with other bureaus, program managers, and other executives within the Agency
  • Consults with DoIT officials
  • Represents the Department as Agency spokesperson in a liaison capacity with officials of the U.S. Department of Health and Human Services, Social Security Administration, other federal agencies, and other states
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college preferably with course work in computer science
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems and/or computer systems

Preferred Qualifications

  • Five (5) years of experience with public and business administration, principles and practices
  • Five (5) years of experience with service objectives, activities and operational systems
  • Five (5) of experience leading and managing medium to large information systems teams
  • Four (4) years of extensive experience as supervisor successfully handling performance and disciplinary matters
  • Three (3) years of extensive healthcare technology experience with a large provider, health insurer, government agency, or research institution
  • Successful completion of a Master’s degree with significant course work in management information systems, computer systems, public administration, or business administration

  • Requires the ability to attend seminars, conferences, and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties.
  • Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Requires the ability to travel in performance of duties.
